The UK's carbon reduction plan targets an 81% cut in emissions by 2035 (compared to 1990), covering energy, industry, agriculture, LULUCF, and waste but excluding aviation and shipping, according to the NDC report.
- International Aviation and Shipping (IAS) emissions are excluded from this NDC, following guidance from the Climate Change Committee (CCC), the UK’s independent climate advisory body, it added.
- The UK currently reports IAS emissions separately in the UK’s GHG Inventory as a memo item, in line with IPCC guidance.
- However, the UK government emphasises that aviation and shipping must contribute to net zero alongside other sectors of the economy.
- The UK’s share of international aviation and shipping emissions will be included in Carbon Budget 6 (2033-37) as part of the legally binding path toward achieving net zero by 2050.
