- "This Council of Ministers was not the setting for repeating the management report that had been made at the beginning of the year, nor was it a convenient decision to broadcast it on television. The President's laudable purpose of making government decisions public must have limits both due to the use of the spectrum and the necessary confidentiality of internal government matters and even national security."
- "I propose to the ministers, as I did unsuccessfully two weeks ago, that we resign today to leave the President free to make the changes he considers necessary to take on the challenges of the final stretch of government. It is clear that as head of state he is not satisfied with the results and neither is a significant sector of national opinion."
