The Marine Environment Protection Committee (MEPC) is expected to finalise draft legal text for a goal-based marine fuel standard, and a carbon levy mechanism for maritime GHG emissions, during the meeting from 7-11 April, according to MarineLink.
- If approved, those measures will be adopted in Oct 2025 and could take effect by early 2027.
- Discussions will also focus on the potential integration of market-based measures, including emissions trading.
- The committee will review the short-term GHG reduction measures by assessing their effectiveness in cutting carbon intensity by 40% from 2008 levels by 2030.
- The committee will consider proposals for new outputs, including regulatory frameworks for ammonia as a marine fuel, which could affect carbon levy structures in the future.
